Step parent adoption no father on birth certificate

Q:  how would this work? my husband wants to adopt my daughter- her bio dad has been out of her life since she was born; he is not on the birth certificate and dna has never been established- do i still need to notify him?

A:  David's Answer:  The Court will ultimately determine whether you need to provide notice to the father. If the biological father did not execute an acknowledgment of paternity and has not been involved with the child, then there's a possibility the Court will dispense with notice.
