A: David's Answer: No - if the father objects, she must file for custody/relocation with the Family Court. Whether she'll be allowed will depend on a number of factors, including how involved the father is with the child (including school & extracurricular activities), the age of the child (& if old enough, his/her preferences) & if finances are the reason for the move, how well-documented are her efforts to find work & better her financial circumstances.
